Does this cover counties or councils?
No. This layer is the four constituent countries only. For English counties, Scottish council areas, Welsh principal areas, and Northern Ireland districts, use Eurostat NUTS levels 2–3 or the ONS Open Geography Portal, both linked from this page.
Is Northern Ireland included?
Yes. All four constituent countries are present: England, Scotland, Wales, and Northern Ireland.
Why is this file so much smaller than the US or Canada layers?
